(1) The following authority shall have the authority to order the punishment of a civil servant in accordance with clause (b) of section 59:-
(a) Government of Nepal to civil servants working in gazetted first class and above posts,
(b) gazetted second and third class civil servants, officers of the specific category of the agency in which they are employed,
(c) To the gazetted civil servants, the departmental head of the office in which he works or the head of the gazetted office.
(2) According to clause (a) of section 59, the officer who orders punishment shall be as prescribed.
